Kyrgyzstan – conflict prevention
Designed and facilitated a conflict peacebuilding priority-setting process (focus on local government and human rights) for the Government of Kyrgyzstan and the UN system that released US 15 million in funding from the UN New York, 2013.
National Conflict Risk Management, initiated and developed a national risk monitoring tool in partnership with International IDEA, UNDP, the Kyrgyz National Institute for Strategic Studies and PeaceNexus to strengthen government response to conflict prevention, trust building & engagement with CSOs.
Afghanistan – democratic statebuilding
UNDP.Established and managed the largest programme for the UNDP worldwide on Governance and Democratic State-building (i.e. constitution, elections, human rights commission, civil service commission, judicial reform anti-corruption and law & order incl. policing). Recruited, managed and trained new staff. Delivered complex programs according to strict timelines, including resource mobilisation and disbursement of some US$ 250 million over 2.5 years. Management responsibility: 10 core staff, 8 programme managers and about 100 national programme staff. Budget $140 million annually, 2003-2004
EU External Action Service. Conceptualized a comprehensive assessment report of the implementation of the political road map (the ‘Bonn Agreement’) for Afghanistan with regard to democratic state-building. The report was presented to Afghan president Karzai, the Afghan government, and disseminated to the EU and the diplomatic community in Kabul and Brussels, 2005
MENA region – conflict mediation
Supported design of a regional dialogue platform for national mediators in the MENA Region for the UN Development Program in collaboration with Common Space Initiative, Lebanon. 2013
Burundi – conflict mediation
Negotiation with representatives of rebel groups for their participation in the Arusha Peace Agreement in Burundi and developed a responsive conflict resolution programme leading to the establishment of a new country programme and office in Burundi for the African Centre for Constructive Resolution of Disputes (ACOORD), Durban, South Africa.
East Timor – constitutional development and statebuilding
As Coordinator of National Constitutional Commissions, developed and implemented the first nationwide programme for public hearings, building on comparative international best practices in order to facilitate the constitutional process. Management responsibility: 40 staff, UN Department of Peacekeeping operations.
Assigned to the office of the Deputy Special Representative of the Secretary General, I was member of the team tasked with overseeing the establishment of the first East Timorese public administration, formulating capacity building strategies, advising UN staff members and establishing an Office of Emergency Service & Disaster Management and a civil service academy for East Timor.
Established a department for ‘tactical security’ at the Danish Foreign Service. Recruited, trained and deployed 12 tactical security experts and established an effective team to provide Danish embassy security services world-wide. Conceptualized the first political and security risk model for the MFA. Coordinator for the inter-ministerial security and counter-terrorism committee
